I acquainted you in my dispatch No. 24, of the 6th of March, that immediately after the ratification of the Supplementary Treaty,
Her Majesty would issue
an Order in Council under the Foreign Jurisdiction Act of the last session empowering Her Majesty's Officers, Consuls, and other Persons therein specified to exercise jurisdiction over British Subjects in the Dominions of the Emperor of China. I now enclose Copies of the Order which was issued by Her Majesty for that purpose in the Council held on the 7th of April.
